That's what makes it such a great scene and it's what make Frollo such a great villain. He's creepy, he commits horrible acts and lusts after younng women, even going to the point of saying that if he cant have Esmerellda, nobody else should - And all the while, he tries to convince himself and those around him that his actions are justified, that it's "god's will". This whole scene really expresses that aspect of the character, which is why it's one of my favourite Disney scenes and my all time favourite villain song.
